Also the seller gave me her title application receipt. is this something I need for anything. p.s. the car was a total lemon.

too bad it was a lemon. I know it's "buyer beware" but did she mislead you in her car ad? Bring all your paperwork with you to dmv

And why would you sell a perfectly good car anyway? Title application only sends up red flags! You need an actual title. She might owe money it might not be hers to sell? Take a clear signed title odometer statement and bill of sale with the agreed to $ amount $2 won't do on a 1999 car the court will assess a value on the car to pay taxes for road and bridge repair based on weight and year. Then go down to the county court house. Make sure you have a valid insurance card and all the paper work. pay money get new licence tags too at this time. So the old owners traffic tickets don't follow the old tags. I live in Fort Worth. Week days 8 am to 5 pm

go to the DMV and request a forced title transfer.
