I often ask myself this a lot, but I been told that many are told that the only stupid question is the one not asked, so maybe if they ask it's not stupid anymore.
I saw a shirt a Walmart once, it said there are no stupid questions, just stupid people.

Some stupid questions are interesting to answer. Otherwise at times it is difficult to give appropriate answers to stupid questions as well.

some reasons i can think of:
they are bored
they dont know the answer
they thought they sound intelligent by asking the question
they phrased the question incorrectly.
