1) Is it ok to say ‘I had to park parallel my car’? If not, what is the proper way of saying it?
2) And is it ok to say ‘My car had to be parked parallel’? If it is ok grammatically, does it sound natural to use passive voice in this case?

Say, "I had to parallel park my car." Use the parallel before the park...

You would say I had to parallel park my car, parallel park is a verb in this case, you are correct in your second sentance because the verb is parked, and the adj. is parallel. The sentances mean the same thing but the order of the words can change them from being a verb or an adj. hope that helps

it's grammatically correct in this case to put the adjective before the verb. You can say :
'I had to parallel park my car"
My car had to be parallel parked

2 sounds better although one could use the neologism "parallel-park" as a verb.,as in" I needed to parallel-park my car."

Switch 'em around, it's "I parallel parked my car", or "My car had to be parallel parked".

number one is imperfect tense, meaning that you used to do that but no longer.
number two is passive, you never use passive in english.
