Was he on the Arizona? If not try to find out what ship he was on before you order.
Soldier City and Grunts' will make custom hats too. Not sure about Prior Service

Well other than ebay, you can try going to a military surplus store and buy a hat and have it customized with patches and pins that Naval people had on their hats.
