It is in reference to Psalm 37:11 ...
But the meek shall inherit the land and delight themselves in abundant peace.

Meekness is an attitude of submission and humilty towards God and His laws / decrees. The Christian's pattern for being meek is Jesus Christ. By inheriting the earth, John Macarthur (awesome theologian and pastor) says:
QUESTION: Oh, God...praise God, really. But anyway I got all the doctrine, or most of it out of my head but there are still...there is still one thing that I am confused about. Well, Psalms 37:29, "They will inherit the land and live upon it forever." Ecclesiastes 1:4, "Generation will come and go but the earth will stand forever...or the earth will last forever," I'm not sure. Matthew 5:5, "The meek will inherit the earth." Now I know there's going to be new heavens and a new earth and this one will pass away. I'm not sure, are these referring to the new earth?
JOHN: Sure...sure. You have to believe that if there's a new heaven and a new earth and we have glorified bodies, bodies which are not unlike our bodies here, Jesus would be the example, right? He had a body that was adaptable to earth, wasn't it? He walked, He talked, He sat down, He stood up. In other words, His body was adaptable to this earth. And I believe once we get glorified bodies, all we need is a glorified earth to go with those glorified bodies. And I believe that there is a sense in which we will eternally possess this earth because I believe eternity will be the new heaven and the new earth. So I think that those promises will be fulfilled actually that this earth will be restored into its glorified state.
You see, it says in Romans 8 that the whole creation is waiting not to be destroyed but waiting to be...what?...redeemed, renewed. Yes.

There is alot of different meanings attached to the word earth. Even, Psalms 139:15 Reads "..When I was woven in the lowest parts of the earth..." is the same word at Psalms 37:11 which is not used at Mathew 5:5. Mathew 5:5 uses a different word than the above recited scriptures do.
The blueletterbible has many uses of the word earth from Mathew 5:5
1) arable land
2) the ground, the earth as a standing place
3) the main land as opposed to the sea or water
4) the earth as a whole
a) the earth as opposed to the heavens
b) the inhabited earth, the abode of men and animals
5) a country, land enclosed within fixed boundaries, a tract of land, territory, region

Those that believe and understand the traditional concepts of "heaven and hell" will indeed proceed to to/and receive their rewards and/or punishments based upon their desires or wishes (preconceived notions) of what heaven or hell is to or for them--or that what has been taught to them by others.
Then there will also be 'the true heaven' or 'the true kingdom' that will be built on the earth by 'the meek'...which may or may consist of any 'structure or place', but constructed and/or exist solely in the hearts, minds and souls of 'the meek'.
The "meek" are also those with "pure hearts" and "pure intent", are they who awaken and realize that if "heaven" or "The Kingdom Of God/Souls" is to exist, that it must built by our own hands, heats and souls--right here on this earth.

Good point - maybe Jesus's little joke - or a loophole so Jesus can have the Earth all for himself - or maybe he's talking about those shy little squirrels and such, who will run wild after we're all gone.
