Most states will allow you to do so with parental consent. The better question is what shops will do it. There are allot of shops that will not do it EVEN with your parents consent and for good reason. Just so you know, the reason why you are supposed to wait till you are 18 is because 1)Your body is not done growing till your 18, sometimes not even then, 2) You are not mentally ready for the responsibility that comes with making that decision, 3)It is VERY possible that your parents can get arrested and have you removed from their custody, endangering the welfare of a minor, and 4) That law was put in place for a reason, even though you can bend it doesn't mean that you should.
I know that was more then what you asked for but I felt you needed to know.

I would think that any tattoo parlour would do it if your parent signs for you...but do you really want to keep a tattoo for the rest of your life that you thought was a good idea when you were 17?

If the tattoo artist is willing to break the law - risk losing his license, his business and his income - to make a few bucks off of you, what else is he doing to save money? Skimping on sterilization procedures? Reusing needles or pigment? If you find someone who IS willing to tattoo you, I would run far, far away from that person if I were you.

No tattoo shall be applied to any person under
eighteen (18) years of age, regardless of parental consent, except when
authorized or prescribed by a physician's statement.
That means, you can get it with a doctor's note.

Well, Minnesota. Although it's far, come in the winter months. It's a big change from California, let me tell you that.
All you need is your birth certificate, 1 or 2 sources of your I.D. and like always, a parent permission form.

Yeah cali allows it with parental consent..There are some places that won't do it at all...but if u go into a place with your parent they probably will let you. If you need help finding an artist let me knoe where your close to and i can help.
