Forget this guy. If he's messing around with some other girl, don't even try to get with him

Move on. If this guy isn't interested in you, oh well. There's plenty of other guys who would want to be with you. You're just not noticing it because you are so focused on this guy. This one guy that likes another girl!

You may like him but he isn't interested in settling down to one or isn't interested in you-at least right now. You're going to like a lot of boys and date a lot of boys. Find one that likes you for you and wants to spend time with you, put the other ones to the curb. . .

Not much you CAN do. Obviously they are together and if they like each other, he doesnt want nor was he meant to be with you. Why don't you invest your time in looking for someone who is single? You COULD take a chance and tell him that you like him. Wait and see what happens. If nothing, its obviously not meant to be.
