SPECIAL FORCES (or GREEN BERETS): is an elite Special Operations Force of the United States Army trained for unconventional warfare and special operations. The force was founded in 1952 by Colonel Aaron Bank. Members of the Special Forces are also popularly known as "Green Berets" because of their distinctive green beret headgear.
ARMY RANGERS: is an elite light infantry special operations force of the United States Army Special Operations Command (USASOC); with headquarters in Fort Benning, Georgia. The Regiment is a flexible, highly-trained and rapidly deployable light infantry force with specialized skills that enable them to be employed against a variety of conventional and special operations targets.

The special forces refer to specialized units in all branchs of service who perform assymetric and non-traditional mission types. Basically this means Guerilla fighting tactics, rescues from behind enemy lines, and other Rambo type stuff as well as going local and working with native populations to get information and support. Navy Seals are Navy Special Forces and traditionally worked around water or deployed from water. Army (Green Berets and Delta) and Air Force (Pararescue) special forces traditonally work from the air and tend to be deployed by parachute or helicopter. In the modern wars they really do mostly the same things and usually work together. The Rangers are considered elite light infantry in the army and to get into the army special forces you usually have to go through Ranger training first. All the services still have different training requirements and trainig regimens to make ther special forces but they are all extremely difficult. Army Rangers are premier hostage rescue unit, and trains closely with the specialised firearms. In any major hostage incident the Rangers would be involved in a supporting role.
Special Forces or special operations forces are highly-trained, specialized military units which conduct operations such as reconnaissance, unconventional warfare, and counter-terrorism actions. Some special forces operations such as counter-terrorism actions may be carried out domestically. Special Forces units are typically composed of relatively small groups of highly-trained personnel equipped with specialist equipment and armament, operating with principles of self-sufficiency, stealth, speed and close teamwork.
Typically, these forces simply perform irregular or special military tasks that demand more training, skill or fitness than regular military personnel possess.

Special Forces, known as the green berets teach the locals how tofight. Their specialty is training others and speaking foreign languages. They can learn languages very quickly so they can teach the locals, in their own language, how to fight. They create enemies for our enemies.
Army rangers are saboteurs. They fight behind enemy lines destroying the enemy's infrastructure from the inside. When the enemy's front lines calls for backup or supplies, nobody answers because the rangers killed them.
SEALs do a multiple tasks from clearing paths for beach landings, to electronic bugging, to pin pointing buildings to attack at the start of a war ect. They also do all the dirty work for the CIA.

The Seals spend more time partying and less time fighting. The Rangers are always in the s**t; they are hardcore infantry, and the Green Berets (Special Forces tab) are bilingual teachers that go into communities and organize and train armies while searching for the enemy.

S.E.A.L.s, Rangers, Recon -- they are all special forces
each is part of different branch of the service and each have their own special skills.
They are the best trained for specific duty.

Every branch of the US military now has "special forces". It used to be that the Marines didn't because they were considered a special force all unto its own. Now there is a newly formed Marine "special forces". The actual name escapes me right now, but I'm sure someone out there knows it.
All the special forces have been grouped under one joint command: Special Operations Command (SOCOM)
