I always thought a Blue's Clues theme would be nice. Something that you could do outside and the kids could run and play. Its always a good idea to let 2 year olds run around being themselves at parties. Below you will find a couple of links that I found that had a great ideas. Hope this helps!

favorite cartoon character that he likes, Dino, hot wheels, fire trucks and police cars, any thing goes, it what the birthday wants, take it a mother of 4 kids, don't try to plan alot of activities and thing you will get all the kids line up and stop what are doing to start something else(not happening) at this age he is going to want to run, play, laugh, and be center of attention, get a kiddie pool, and sprinkler or slip and slide and let the kids just run, and have fun his way or trying renting a moon walk or slide(my sister rented a moon walk and it was $75 for about 3 hours, i am sure you will find what he wants, think about is he hyper boy or a little calm and doesn't do much and plan around what he personality is.
gift bags are good idea it lets the kids take a parting gift home, we have a swimming pool in our yard and i bought every one floats and water shooter toy at the dollar store and let them take their stuff home, i also one year for my daughter we bought all the kids hula hoops and they got to keep them, if you choose water party would suggest instead of the basic gift, buy all the kids a super soaker they rang in price from cheap to really expensive and these can foundd at a dollar store as well. gifts bags get expensive and halve is lost and other have gets broken, i found a toy is will last and is actually cheaper than gift bags.

For my son's 2nd birthday, we did a Cars theme (Lightning McQueen) -- he is a big fan of "Red Car".
I used images from google to make an invitation to give to friends. For the cake, there is a race car pan you can get (I found it on Ebay for maybe $4) that can be altered very easily to make a Lightning Mcqueen cake.
At 2 years, they don't really care... if they get to make a mess, and they have lots of people they like paying attention to them, they will be satisfied with whatever you do for them!
Have a happy birthday!

the older ones are sufficiently previous to understand they are out of place yet something amazing like a pinatta for the two twelve months previous occasion could be relaxing for the older teenagers too reason the toddlers arnt going to care who made the candy fall out in basic terms that the candy is there. i did popcorn and movies for my 2 twelve months previous she enjoyed it and it wasnt so infant that the older ones felt uncomfortable yet i dont understand approximately that with the single twelve months olds different than that im at a loss dont understand if that helped playstation they make the pinattas the place you could pull the string and hit them to cause them to open now

For one of the games, I bought some .25 cents gold fish & small fish bowls. The kids played ring toss & everyone got to take "Dorothy" home.
