If you actually want to design the floor plan, that would be an architect. Structural engineering has more to do with what the load-bearing walls would need to be made out of, or how thick they would need to be. After an architect designs a floor plan, a structural engineer would verify that it could actually be constructed as a stable structure. As an architect, you might have the opportunity to work with an interior space that is bounded by load-bearing walls, and you'd have complete freedom to add non-load-bearing walls in any arrangement you like, depending only on your architectural creativity. Some background in structural engineering would be helpful to have as an architect.

Since you like designing floor plans Go for the Architect. Structural engineers deal mainly with stress loads and material requirements.

Either would sound appropriate, but structural engineer would be the best because an architect would potentially design something wild and innovative but structurally impossible to build properly whereas a structural engineer would make a building that would be sound and know better than to design in a way that would be difficult to construct.

Architecture is what you want to do. If the school you decide to go to doesn't offer that, construction engineering technology would be another choice. I know a few guys who design and build homes that were construction etech majors and do very well.
