Either the cat box is dirty (some cats are really sensitive to this) or he does not like the type of litter (too grainy perhaps?) or he's got some bladder problem.

Also, you can fix any cat problem with a spray bottle of water. Keep it handy & when the cat gets on the counter, spray him. Trust me, it won't take long for him to learn where it's ok to go, & where it is not.

Is the litter box kept really clean? Some cats are really fussy- and if the litter box is stinky, they won't use it- remember their sense of smell is really sensitive.... so it needs to be scooped and rinsed out. I used to have 2 and let one air dry in the sun to air out a bit. Cats, by nature, don't like to be told what to do, and are stubborn little buggers, so that likely accounts for the counter climbing. He may outgrow that- try putting tin foil on the counter- cats hate it, and he may stop. Also, squirting him with a water gun if you catch him up their may be good aversion therapy. It's possible he's intimidated by the dogs, but I personally think jealousy is a human emotion, not necessarily felt by cats, but that's just opinion.
Getting rid of him is drastic, but if it really bugs her, after trying to break the bad habits, she should give him up to a home without dogs (if he indeed has an issue with dogs).

i had a male cat that would do that too. I made sure the litter box was clean but he was very very finicky. But the good thing about him going in the tub... u scoop it up & throw it in the toliet & wash the pee. Keep after if he cont. to do that b/c the pee will pit the metal ring around the drain. (expereince) I ws glad it was in the tub rather than the floor.. harder to clean up.
