When Clinton was governor of Arkansas, he 'balanced the budget' by simply signing a document stating the state didn't owe anyone money.
That's how he balanced budgets.

False because it Was Bush sr.'s administration that apporved the budject for the 97 fiscal year. The way the budget works even though the president is out going he still has to make a budget since the process has to start a year before it is finalized and approved
