I've heard of people getting married at UC San Diego, overlooking the ocean - not sure if you have to be an alumni.
There are also a ton of hotels and some restaurants in Dana Point/Laguna Beach that would match this description, including:
Ritz Carlton, Laguna Niguel
St. Regis, Laguna Niguel
Montage, Laguna Beach
Surf and Sand, Laguna Beach
Beach House (restaurant), Laguna Beach

Alfredo's Beach Club in Long Beach is a casual place.
I've seen some amazing weddings at the Trump National Golf Course in Palos Verdes.

Yes, look up bed and breakfest alot of have "order and show up weddings" including food, room, ceremony and so on. Also there is a great mexican resturant in Mission Viego called Tortilla Flats that over looks the water. You can have the ceremony ther as well. Link Below!
