For a sedan, the Toyota Prius hybrid. I don't know about insurance for it but is probably good, has a base price around $23,000, gets an astonishing 51 mpg on the freeway and 60 in the city, and has very good quality and reliability. For and SUV, the Ford Escape. Not sure about insurance again, base price is around $18,000 for normal, $25,000 for hybrid, the gas for the normal Escape is 22/28, the hybrid is 31 on the freeway and 36 in the city, and is also very reliable. If you want something bigger, you should try the Ford Freestyle. Still don't don't about insurance, has a starting price at around $25,000, gets 20-27mpg, and has very good quality and reliability, and can hold 6 people. If you can wait about a month or two, the 2008 Ford Taurus X, which is the up-to-date Freestyle, will come out and will be able to hold 7 people.

Hmm...I'd say a cheap minivan. Insurance wouldn't be bad, you wouldn't have to replace it when the kids get bigger, the payments won't be as bad as an SUV with comparable room, and repairs will depend on the manufacturer. Honda Odysseys are very well done, and Toyota makes the Sienna; both manufacturers are known for being reliable. Still, shop around; there aren't a whole lot of 'terrible' minivans out there; they mostly vary in size, seating configuration, and badge. If a minivan is bigger than what you want, maybe a Honda Element or a Mazda 5 would be better.
