is there something that will decompose whats inside without hurting the enviroment outside?

Rid-X, buy it at most grocery stores.

You can pour lime down there, or use fireplace ashes. Both will accelerate the decomposition. When it gets hot in the summer, be sure to maintain your outhouse regularly. I hated to be near an outhouse and have a bottlefly land on me. They're GROSS!

Give it a dose of lime as needed, it also helps cut down the smell

Possibly time to fill the hole with dirt and dig a new one. Move the house far enough away; Know what I mean!!!
