They aren't illegal to prescribe. The only diseases they are known to treat are specific deficiencies of that hormone. They aren't a cure they can be a treatment.

they do cure many disease but are lethal in sideeffects,
Natural oversecretion of GH cause acromegaly gigantism whereas testosterone may cause hepatic impairment and may cause masculine effect on females
