In 1st Corinthians chapter 12 it's stated,
4 There are diversities of gifts, but the same Spirit. 5 There are differences of ministries, but the same Lord. 6 And there are diversities of activities, but it is the same God who works all in all. 7 But the manifestation of the Spirit is given to each one for the profit of all: 8 for to one is given the word of wisdom through the Spirit, to another the word of knowledge through the same Spirit, 9 to another faith by the same Spirit, to another gifts of healings by the same[b] Spirit, 10 to another the working of miracles, to another prophecy, to another discerning of spirits, to another different kinds of tongues, to another the interpretation of tongues. 11 But one and the same Spirit works all these things, distributing to each one individually as He wills.

But, in Mark 16:15-18 Jesus tells His disciples, And He said to them, “Go into all the world and preach the gospel to every creature. 16 He who believes and is baptized will be saved; but he who does not believe will be condemned. 17 And these signs will follow those who believe: In My name they will cast out demons; they will speak with new tongues; 18 they[a] will take up serpents; and if they drink anything deadly, it will by no means hurt them; they will lay hands on the sick, and they will recover.”

Only God can heal the sick. Born again Christians are not individually given all the Spiritual gifts--that is why we must work together as the body of Christ. Together, we can be used greatly by God.

God has given many gifts as you can see. Not every one has the gift of healing and even for those who do the gift is mostly up to the faith of the person who is being healed. When you have the authority to bless people in Jesus name through his priesthood you are doing his work. The results of the blessing are up to Jesus not the person who gives the blessing and just as he said when he walked the earth. " Your faith has healed you" That is the key for the blessings to work. The real answer is no. Only the ones who have the Gift and those who have the proper authority can heal the sick but both still need the approval of Jesus Christ.

You have to remember that in Mark, Jesus was speaking to His disciples, the ones that literally walked the earth with Him. They were given these gifts by Jesus Himself. The disciples were on a mission. If you go back to 1Corinthians, you will see that each and every person that has accepted Christ has a specific gift. Some of us have the gift of healing, some the gift of preaching, some the gift of speaking tongues, and so on and so forth. And if you are involved in the Christian life, you will see that this is true.

Saying you are a Christian can have a lot of meanings.It could mean that you know little to nothing about the religion and just want to learn it. Saying you are born-again can have a similar meaning. It can mean you know nothing but are committed to learning. Being a disciple of a living enightened being and studying the life and words of one are very different. So Christ's disciples were in a much different situation than someone studying him 2000 years after his physical death.

People can't heal the sick, but yes God can use any believer to pray in faith, to use the gifts. God can heal anyone. It's people who lack faith to operate in the Spirit of God's gifts.

There is nothing in these scriptures to suggest that these people are born again. They have been converted into christianity, and the manifestation of the Spirit is given unto them, but they have not been born again. Understand that Jesus Christ is the first born of the resurrection.

Not every Christian can do everything that the bible states. The Bible says that all Christians have their role. It says since we all make up the body of Christ not all of us can have the same duties. So some heal, some spread the gospel, some prophecies, etc.

i might've guessed Jesus Christ simply by fact he's the only one I ever heard of incredibly. i replaced into into some Greek mythology as a infant, yet then went to Tai Chi fairly. Man can do nothing with out the power of God. The Lord heals the sick and casts out demons. If you are not born again, yet you are able to do these things, then you are working with the anitchrist spirit.

"many will say to me on that day, Lord, Lord did we not prophesy in your name and in your name dirve out demons and perform many miracles.?" Then Jesus said, "I never knew you, Away from me, you evildoers!"
