Get some crayons and coloring books for the younger ones and some kind of travel games for the older ones. Add in a bag of candy like m&m's. It's great that you're thinking about the kids and keeping them occupied so they have a good time too. Congrats.

From experience.
Nothing that makes loud noises, no rubber bands, nothing that can be thrown. Also not a ton of stuff either, 4 things max anything more is overkill and they'll be overwhelmed and will just ignore it.
My suggestions:
Ages: 2-7
coloring book
crayons
the bird that you can fill with water to make chirping sounds
a little bell ( it is a wedding) remove clapper for any that like to put things in mouth
Ages 8-11
Cash. Might as well cause most will be pleased what goes in there from a dollar store
Stick with the 8 or less. (3rd graders or less)
to keep the 8-11 year olds from getting bored? Fill the cellar with video games and pool tables with couch, chairs, tv, stereo, chips, dip and soda. Other than that?, No idea. Have a pool? Hire a lifeguard and let them have at it. (Really, hire a lifeguard if you have a pool at this.)

my first answer is to rent a bounce house but I have been to a few weddings like this over the years and grew up in the area. I know receptions like this don't last very long, usually just a few hours because there is mostly family involved and it isn't really a big party scene. am I right so far? try gathering some party games and some small door prizes for the kids and adults. it will keep everyone involved and amused but it may seem more like a kids birthday party rather than a wedding celebration. you may consider expanding the reception budget.

A tip from a mom, dont put anything in there that will cause a mess. Play-dough/silly puddy/modeling clay in theory sounds awesome, however, it will stain, get ground into linens and clothing etc and NEVER come out. Also, markers, stamps, paints, glitters cause a tremendous mess even with the neatest kids, so steer clear of this stuff as well.
This is also for your benefit because if there is a mess, YOU will have to pay for either the extra clean-up or the replacement of linens if they are completely ruined (which you would be surprised how easy it is for little ones to ruin nice linens)
I would also suggest that if you have a kids table for their activities to go on at, you place some little packets of wet wipes, if you give candy or lolipops or provide snacks like Doritos, it gets all over their mouths and hands, if the moms see that you have done the nice thing by placing wet wipes out for easy clean-ups they will REALLy apprciate it.
Great idea for the kids craft table though, I know I would appreciate a nice safe place for my kids to congregate and battle the boredoms with other kids!

Slinkies, crayons and coloring books for the younger, Magic write books for the older (the ones that need a special pen for the answers to appear). What about a small TV/DVD set up in an out of the way place with a Disney movie running, just to keep them occupied during the reception?

In addition to the crayons and coloring books, make little gift type bags for each of the children. For my sisters wedding we were expecting 8 children under the age of 6. We went to the dollar store and got all sorts of little goodies for each of the kids. We put bubbles, tiara's, sunglasses, and games in each of them. We also had them at their own table with "fancy" glasses and had the waiters treat them like they were grown ups. Later in the night we had the DJ play a selection of kid type songs, the Hokey Pokey, the bunny hop, etc... by the time the reception was over most of them were asleep underneath the table and had to be carried out of the hall by their parents!

You can get small boxes of crayons and coloring books at the dollar store. That should keep them entertained at the reception. OR you could try to find wedding specific coloring books ( just google wedding coloring book and quite a few come up).

I put together small gift bags for kids for my wedding and it worked wonders...Dollar Tree is amazing.

Silly Putty
Play-Doh
Dolls
Cars
Jacks
Small balls
Bubbles
Just be sure you can put together one for the smaller kids and one for the bigger kids. Don't want a 2 year old eating play-doh and an 11 year old boy with a doll :) Good luck.

here's a great idea.
when my cousin got married my daughter and niece were the flower girls, they were only 3 at the time and we were very worried about their behavior during the ceremony. We bribed them that when they came down the aisle like nice girls we would have a surprise for them. They made it down with no tears (thank God) They each sat with their parents and we had a goody bag ready for them. We used a cloth bag (we didn't want plastic to crackle during the ceremony) and filled it with plastic easter eggs filled with goodies, we had gummy worms, dried fruit and Hershey Kisses (Unwrapped) (again no food that would cause loud crunching) As a fun activity we gave each of them a mini etch a sketch. They loved it and were entertained the whole wedding ceremony. And Everyone commented on how nice and quiet they were!
