there is no such thing as "spot training." you can't just lose fat from one area...you much decrease your total body fat and then you will see it affect your arms. fat sits on top of muscle so it doesn't make any sense to just train your arms...you will never get to see the muscle underneath! i recomend picking up and issue of shape/fitness magazine and doing one of their weight training routines 3 times a week. make sure its a full body routine! the more lean muscle mass you have the more fat you burn post workout and even while you are at rest! use lighter weights but high reps to avoid large muscles and to create long, lean ones. some exercises i can suggest are:
tricep dips
bicep curls
chest press
overhead shoulder press
but the arm area should be well covered by the magazines routine because they are well aware that women have a problem with flabby arms.

It largely depends on HOW you work out. Doing cardio and aerobic work will burn calories, which will come from fat stores as long as you're also eating a good, balanced diet with enough protein. Doing more repetitions with lighter weights will tone up the loose flesh. Doing fewer reps with heavier weights will build the muscles. Remember that muscles burn calories even when resting, so don't fear muscles. Women don't have the amount of testosterone required to build up big, bulky muscles like Governor Ahhnold has, so you CAN'T get big like that, unless you shoot up 'roids. Go ahead, work out, with overall, total-body exercise. Focus on your arms with stretching and lightweight reps. I've been told that one good one for upper arms is to put your hands on the edge of a straight-backed chair (not an upholstered easy chair like a La-Z-Boy) and ease your backside down toward the floor and up again. Join a gym for at least a month, to get some professional guidance and encouragement.

I suppose sit ups aren't the best for back, so maybe leg drops would be good for you.
I'd say do as much as you feel you can, that's what I was told when I was doing those sorts of work outs: do it until you can't do it anymore

YOu need to do lateral raises, bicep curls, tricep extentions, basically all arm exercises... just make sure do do a light weight 2-3 sets of 12-20 reps.. this will tone you up with out building bulky muscles...

fat gets burned in the order its put on, and centralized exercises wont burn fat, juts build muscle..start running or riding a bike, any cardio really, will tighten everytihing up, arms included

Stretch your arms out straight from your side with fingers and palms poised and pointed. Move the the whole arm in very small circles and you will feel the tightening of your arms in the upper bicep area. This is the only way I know to get rid of underneath arm flab and it doesn't require very much of it to see results.
