My advice is simply "buy them separately." It may cost more, but the quality of the pictures from the camera will be greatly improved. A camera with the same number of pixels as a camcorder will always take better pictures. Camcorders are designed to have the pictures flow together as frames, and are not designed to pick up tiny details that makes a single picture worthwhile.
