When is when they ask you out. Why should there be special rules for someone who is different? If there is an issue with understanding, couch it in terms you feel this person can understand, but, as with any person, be sensitive and polite. You could say:

"Gee, I'm really flattered that you asked me out and I wish I could, I really like you and enjoy being your friend, however, I think you and I should stay friends. I like talking to you and enjoy your company, but I'm not interested in you that way. Maybe we can go to a movie with some friends and just have fun."

As bad as it is, I would probably lie if I had to.
I'd say I was already seeing someone, or that I just didn't have time for someone in my life.
Although, the first of those wouldn't be a lie for me.

I don't want to be mean, but that's more than I could handle in a relationship.

I've actually been in your shoes once. I made friends with a guy with special needs while I was in college. He would come up to my college and have lunches with me between class. Well, he asked me if I would like to go on a date as more than friends. Like you, I was terrified of hurting his feelings. I just said, "We have such a great friendship and I would hate to ruin it by dating". He took it well but he drifted away from me and the friendship ended as soon as I started dating my current husband.

You say, "No thank you," just as you would with anyone else. Why should the response be any different?

This can be repeated as many times as is necessary, adding a pained smile as needed.

You are under no obligation to answer such questions as "Why not?" or "How about next week?"

Just just say no like if anyone else asked you out. They are not stupid people, just mentally challenged in some way. so be polite as they have feelings too.

Well first I don't think of them as retarded or call them retarded. I call them disabled.
Second I my lie saying I have someone already or just say I can't go out with anyone right now.
As u can tell I hate the fact u call disabled people retards. It degrades them and makes them feel less then what they are. How would u like it If I used a racial slur towards u?! Retard is just like a racial slur and in fact should be considered one.

Just tell them sorry, no, but im really happy you asked me. Thank them and perhaps say, but id like to friends but only if youre willing to talk to this person when they talk to you and stick up for them if theyre being bullied. talk to them as you would others, dont be condesending. Don't lie, they may not be brilliant but no one likes to be lied to.

explain to him he is more important as a friend than as a boyfriend. give him the situation that if he ever finds another girlfriend and dumps you, you would be heartbroken and too upset to ever see him again. then how would you be friends? you would rather stay friends than risk being heartbroken and never seeing him again
