They are required to treat you for life threatening emergencies, but they are NOT required to provide you with non-emergency, routine care.

They are required by law to give you basic emergency services. If it is not life threatening, they can refer you to someone else.
If you owe them money, work out a deal to repay. It's only the right thing to do. They are usually very helpful in listening and working something else.

They can not turn away someone who needs urgent medical attention - legally or morally. However, if you're going in for a hangnail removal then, yes, they can refuse to treat until you pay (and often in full in that case).

In the US, yes, but probably only emergency care. Get on Medicaid.

They cannot turn you away for emergency treatment, but they will not allow elective stuff. Have you tried to get medicare or anything?
