Probably a slang term for Fort Irwin. This is a major training area in the desert and has been commonly referred to as 'the sandbox.'

Comes from the term "maneuver box". Originally this applied to the National Training Center NTC. Now: It means to be in an active combat zone where you can expect to encounter opposition forces.
