No. Pre-emptive strikes were a mistake in Iraq both politically and morally. China and India both have significantly larger populations than the US, thus potentially significantly larger number of people able to fight. I think we should put our own nation in order. Then we can begin stiff trading guidelines or penalties if needed. China wants to sell product and market penalties may do the trick.
