Depends on what type of dry skin disease, I have psoriasis and I asked the same thing on here before and one of the other guys on here told me that he has it too and it wouldn't effect the tattoo. Sure enough, he was right and my tattoo didn't get psoriasis on it or anything. With any type of dry skin disease the artists recommend not getting a tattoo over a dry spot.

When you first get a tattoo you need to keep the area moisturized for a couple of weeks for the best result. That could be where you run into a problem. But at the same time if you apply ointment on it over and over, day after day. It might be fine. I would talk to the tattoo artist about it. You could also ask around on http://www.tattoofire.com

It most definitely can, tattoos go into the skin, so any skin issue can affect it
