I'm not sure about other states, but in Kentucky there is a big difference between Medical Examiners and Coroners.

Coroner is an elected position and while they can be MD's, they aren't required to be. Basically, anyone without a felony conviction can run for the office of Coroner. A Coroner's job is to officially pronounce a person as deceased and determine if an autopsy needs to be performed. A Coroner is also considered to be a peace officer and has limited arrest authority, along with the right to carry weapons. Coroners also attend special training given by the Department of Criminal Justice Training.

Medical Examiners are board certified Doctors of Pathology who are employed by the state to determine cause of death due to collisions, accidents, or cases where foul play might be suspected. An autopsy is required in all deaths that do not happen while in the care of a physician
