More often than not the wedding band goes on first with the engagement ring on top. However, as there is no actual law about this you can wear it how it feels most comfortable for you. I had a friend who wore her engagement ring first as she never wanted to take it off, not even for the wedding, so he just put the wedding band on top and that's where they both stayed.
