A tug-of-war suggests that there is one main issue and that each team is pulling in one direction (hopefully the opposite direction of the opposing team) and that an even pairing causes a sort of stale mate. I don't think that is what's going on here. This is more like team mud wrestling. The facts are often muddied, the end point is rather undefined, and with no definable boundries it's difficult to even determine who's playing.
