Has anyone ever got this message and if so what did you do.

Thank you for your cooperation.
I E-mailed them and they asked me for the last four digits of the credit card and i never got a response and paypal still does not work

Do not deal with paypal, please. They will hold your money for months, it happens to everyone at least once.

Then chances are, the card you're trying to add is blocking the addition of paypal. Try a different card or calling the credit card company directly.
