yes - it's perfectly okay.
Just remember to never thaw frozen meats and refreeze them raw. (Once cooked, you can freeze)

Cooking the frozen chicken and them refreezing it is fine, but I wouldn't make the burritos and then put them in the freezer. The burritos would either get soggy or will get dried out when you go to reheat them. If you don't seal the bag well, the edges will get freezer-burn and will taste really bad.

Lots of meat comes to us that has been frozen Argentinian beef for instance or Chinese Chicken.. It is then sold onwards in its' defrosted state and is perfectly alright to COOK and then freeze.The cooking (if done properly) will kill any bacteria, makes it OK to freeze. It is Cooking and freezing and when defrosted re- freezing again that is the NO NO.

yes you can take chicken that is frozen thaw it out cook it the save it for burritos later by freezing it again there is no problem with this method

Yes it is ok to refreeze any cooked meat as long as it does not sit in the fridge for a couple of days before refreezing. Be sure and wash your chicken thoroughly before cooking it. Also thaw it th fastest way you know how. i.e. leave it in a bag and put the whole bag in water.

Cooking the chicken and then freezing it is fine. I wouldn't put it in the tortilla shell until you are ready to eat it though. Might get a little soggy.

The rule to re-freezing meat is ... any meat can be frozen a second time if it has been cooked. NEVER thaw meat then freeze agaain without cooking it first.

I don't see it being a problem, seeing as that's how most TV dinners are done...but I wouldn't suggest making the burritos and then freezing them, as when you reheat them, the tortillas may get a bit tough.

Yes it is ok, people cook hamburger ahead of time for meals and refreeze it, so I don't think there would be a problem with burritos, except the tortillas might get soggy....
