It's fine if you don't have any STDs that that be transmitted by skin to skin contact. Herpes and HPV can be spread by sex (vaginal, oral, or anal), but they can also be spread by DIRECT skin to skin contact with an infected area.
So, if one of you has either herpes or HPV, you could spread it to your partner if he has direct skin to skin contact with the affected area on your skin.

it depends on whether or not you guys are having sex or have any stds?
If you are unsure, maybe you should both go and get checked out for stds, hiv, etc to be sure ...
if you are clear of any stds then there shouldnt be any problem bathing/masturbating eachother - just remember to use a dom when you have sex
