I don't mean this as a smart-*** answer, but the same diet you'd use as an omnivore, minus the meat.
Vegan diets have shown to reverse some terrible cases of diabetes, so you're already on the right track with a vegetarian diet. Of course, being a veggie in general doesn't mean that you're in the clear -- there are starches and sugars that are fair game for vegetarians that you'll need to watch out for.

Be aware of fruits and food with high sugar content.
Whole grains are good since they have complex carbs that won't spike your blood sugars as much as fruits and candies.
Also, be aware of how carbs effect your blood sugar... which you'll see via your glucose testing - pre and post meal.
Other than that there's nothing obvious that comes to mind. You might want to look at the Ornish diet and the Pritikin diet, but people have a hard time staying on those diets since they are very restrictive.
The best way to control spiking is increasing your activity level and exercising.
In terms of a diet there's nothing definitive as "the best", you just need to follow the food pyramid and you'll figure out what's good for you.

well, think of things that have a minimal impact on your blood sugar. To me, and I am not an expert, that would mean avoiding or limiting starches, like root vegetables.
You'll need protein, so look to soy products for that, or beans & rice, which combine to form a complete protein. Just make sure (if using canned beans) that there is no added sugar to the beans.
Be on the lookout, not only for regular sugar, but hidden sugars (like caramel coloring, corn syrups, fructose, etc.)
To sweeten, I would personally use Splenda, but you may want to look into a more natural product like agave nectar, which has the consistency and sweetness of honey but supposedly is low on the glycemic index. Unlike honey (which would not be suitable for a vegan diet) agave nectar is distilled from the agave cactus, just like tequila.
