Most of the time the social security numbers that they use are just random numbers and do not necessarily belong to anyone. However, a few years ago my uncle was informed that he had several student loans later found out to be given to a Cuban immigrant and the guy was never prosecuted because "he just disappeared". I think using false documents makes it easy for them to disappear, therefore resulting in them never being punished for a crime, whereas we Americans, have one identity from birth to death, one birth certificate and one social security number so it's easier for the government and law enforcement to keep track of us.

Wasn't aware of this - please provide a link to the statute that says this fine does not apply to illegals.
Also just out of interest - what about people who are neither Americans nor illegal aliens - what happens to them?

Because they're not from here so they're not covered by rights and law? they have to face the law in their own country.. so we deport them instead.
