What did He mean when saying face to face? What did He mean when He said bring you into the bond of the covenant? Is that suggesting that they were out of the bond?

Face to face with God's Judgement.
The bond of the covenant, was the covenant (promise) and agreement to keep the Ten Commandments, that was made between God & Isreal, and the bond was broken, so God is saying"I will judge you guilty and punish you according to the bond/agreement".Ezekiel 20:37† Easy-to-read Version

The Lord will restore Israel to its own country in the last days - watch! He will rule them strictly, as he did in the 40 years' wandering in the desert. He will punish them for their years of unbelief. U need to read the whole of Chap.20. Look at verses 41 & 42. Hope this helps.
