Springer more or less admitted that the fights were staged. Several months ago the city told him that he had to get an entertainment permit for the "fights" or police would be on hand to make arrests. After trying to argue the fights were real but his own security people were able to handle his guests, he finally got the entertainment permits.

Yes they are. The producers of the show encourage the guests to get angry and fight more to boost the ratings. Watch the Springer Hustle on VH1. It shows what really goes on.
