Dollars worked just fine inboth Iraq and Kuwait in 2004-2005, I'd think that she would need to.

is the ship she is stationed on goin to play in the Gulf? Then yes, she will need to do a currency exchange at the pier or a nearby bank when she pulls into port. US dollars will work on the base in Kuwait and most of the pierside vendors, but if she wants to go into the souk, she will need to convert.

some of th eports they pull into over there are restricted to the pier only, however. But if she can get out in like Jebal Ali and go shopping, as long as she has a Liberty Buddy, she should be fine, although she will be required to conform to local modesty standards. No shorts and tank tops for her.

You've really gotta be more specific. Is she in the Navy? IT is a Navy rating, but you could just mean that she is IT personnel for any branch. If she is in the Navy, is she just going on a cruise? If that's the case, she'll just be on a boat doing circles in the Gulf. She probably won't actually go to Iraq. She'll probably hit other ports, where she'll be able to use her ATM card to pull out the local currency.

Depending on which base she goes to, U.S. dollars are the main currency. Very likely, she will be off the ship, depending on what branch of military she's in. I was in Iraq, from July 2004-Feb. 2005, and from Aug. 2005-March of 2006.

No, unless she goes shopping out in town (Kuwait City). Even there some places accept "hard currency" or dollars. Any place on an American military base takes US dollars. Even the locals that work in shops on military bases accept dollars.

The likelihood of her going there is dependent on her job and if they need someone with her MOS (military occupation specialty).
