I do this every day for the past ten years. 99% of the time nothing will happen, no one will comment, very occasionally someone will ask if I'm not cold or if I lost my shoes. Then I don't live in the US, but even in the US most of the time nothing is said (I know many US barefooters through the forums and mailing lists). The most likely to comment in my country are teenagers in groups; they always comment on everything that stands out. Sometimes they'll holler something like put on shoes, but then when I dyed my hair red sometimes they'd yell comments about that too.

Btw, there are NO laws against going barefoot in stores or malls or restaurants even in the US, insurance companies don't require or even recommend shoes for customers and there are NO laws requiring footwear to drive.
