Wait 2 years before you rent. Obviously that won't help with your current time table. Your only option is to shop around for the best deal. However the underage fee is pretty much standard so there's probably not a lot you can do about it.

where you going? I got married last year and had our honeymoon in Hawaii, I was 22 and my wife was 22 but we dug long and hard and found a 3rd party company that was offering a deal to get a vehicle with Hertz and not have to pay the underage penalty fee.
Though i did make sure to do my homework and call the Hertz we would be getting our car from to make sure they would honor the promotion being offered by the third party. Best thing was we even got a free upgrade! Though we did have a problem with a Hertz rep at the counter regarding another incident that would ensure we wouldnt be renting from Hertz again, it was totally unrelated to the vehicle rental process.

The incident--someone busted out the rear window of the HHR we were renting and it was 9pm before we were all done with the police, Hertz closes at 9:45pm and is half way around the island. We call Hertz to tell them what happened and the woman has an attitude telling us to be here not later than 9:30pm or else we cant return the vehicle until the next morning and will be responsible for any damage that may occur due to a storm that was coming, and also that if we do not fill the tank we will be charged the 4.50 a gallon price the Hertz Rental was charging. So we are trying to get to the rental lot in time and say it would be cheaper to buy the gas than to pay for the mildew and water damage done to the car in the event of heavy rain. We get to the lot and the rep starts throwing a tantrum because we didnt fill the tank, she even has the nerve to say, "Why isn't the tank full? Didn't I tell you to fill the tank? I know I made that perfectly clear." Keep in mind my new wife and i had just been inconvenienced and violated because someone had just smashed the back window of our rental car and we had been going through this ordeal for the last 2 and a half hours. So anyways the woman throws her fit, and tells us we will have to pay close to fifty dollars for gasoline because "you didn't listen and we had to fill the tank." So needless to say we will never rent from Hertz again and we did report her to her superiors. Funny thing is, about two months after the whole thing we get a letter of apology from the Island of Kauai Tourist Services (or whatever) apologizing for the breaking of our window.

Shop around; try another couple of rental firms. Maybe one of the (smaller?) others will waive, or possibly don't even charge the underage fee. By the bye, if you already have a car insurance policy, you don't need the rental agencies' insurance. That may save a few dollars.

I had the same problem but it was a day before my 25th b-day & they would not budge! I had to get my dad to come up & rent it in his name. You can get in a lot of trouble though if you get in a wreck & you are driving so be careful if you have someone else do it for you.

yuo could hae someone take the risk of renting it for you, BUT, it would not be worth it for them or you if someone else on the road is not that great of a driver.
