And have it to be smaller then a deck of cards?

Use a Syringe- type device, or think of a kitchen turkey baster (has ball on end to suck and eject air/ juice). A baby's ear cleaner (blue thing) also used in photography equipment. Good luck!

Well, you could go with the air cannon/vortex method, but a really tiny one could be difficult.

Or, you could get a tiny squirrel cage blower and hook up a little power pack to it- build it into a card deck box. Or build your own blower... I don't know if there are any tiny enough on the market for sale.
