Teeth problems can be VERY painful and dangerous to a dog. It is cruel to the point of being illegal (called neglect) to let a dog suffer like that. Your friend took on the responsibility for the dog and he NEEDS to take care of the poor thing! If he absolutely won't bring the dog to a vet -- could YOU do it? And pay for it?
If not -- just how much of a 'friend' is this person? Would you be able to call the Humane Society on him? They HAVE to check out the situation (I think) and even if they don't actually DO anything, perhaps just having them come will get your friend off his lazy butt.
A small dog can live 14-15 years, or more. This dog could have a lot of life left -- IF he is properly cared for. Please do your best for him.

I would definately call the humane society. You can tip them off anonomously. Your friend needs a kick in the butt.
Chihuahuas live up to 20 years, a ten year old should not be in such bad condition. From what you say, they have been very bad in feeding the dog.
A dog's teeth should get cleaned every 2 years. This will make their breath better also. You should also brush a dogs teeth every day. For a dog to have rotting teeth - it is very painfull. And he may stop eating due to the pain. Also, once the teeth are lost, much more care needs to be taken with his diet.
They might be putting off treatment because of cost, but many vets arrange payment plans, and can lower costs if you prove financial need.
Please help the dog. His owners aren't helping him and he relies on them. He can't go out and seek help on his own, but you can aid him.

How can the dog be unhealthy? Ok maybe overweight is not healthy but nothing wrong with that. The teeth must fall out, his breath is probably due the his tonsils. Give the dog a change let him live as long as he like to live. The dog is 10 to 12 years it all depends on how he is looked after as well. Give the dog his own time

1 or 2 if even that. the tooth decay can cause a abcess which could lead to blood infection which could kill him if untreated. not to mention the being overweight. doesn't he take him to the vet for rabies shots? it's a wonder the vet hasn't gotten on him about these problems!

Offer to take the dog to the vet for him.
As a loving pet owner, the vet should be HIS top priority.

Your friend must be doing some thing right if his dog has lived to see his 10th birthday.
He may have old stinky breath, nasty teeth be over weight
but doesn't that happen to us all when we get old?
