Politcians and Business managers very seldom ask questions if they don't already know the answer.
The politician so he can bag you if you get it wrong.
The manager to see if you know what you are talking about.

Poeple ask questions they already know the answers to for a few reasons, and these entail:
1: They are trying to lead the person they are talking to into thinking a certain thought or developing a similar opinion to the asker.
2: In order to clarify their mind of doubts that may have formed.
3: In order to reassure themselves of their knowledge and/or memory.
4: In order to bring up a certain subject for a conversation or introduction of an idea.
5: In order to acquire more knowledge on the subject.
6: In order to see if someone else knows the answer as well.

because an intelligent question hasn't entered their mind yet. and this makes them feel really smart, especially if the person they ask doesn't know the answer. what I really like is when the person that answers gives such a highly intellectual response that it leaves the questioner wide eyed and quiet.
I live for those (come-uppence) moments in life.
You know those, YEeeeS!!! moments

They need to have their opinion validated. Most people are ignorant, and unable to form opinions without the support or input of others... Sad, but true...

They want to prove their point. If they can convince you that they are thinking the right way, then they obviosly are!
