Give a "Best Answer" to a decently-answered Level 1 who could probably use the points in order to be able to participate more and (thereby dispense more decent advice), or a superbly-answered Level 7 who already has unlimited questions and answers and doesn't need any more?

Maybe I'm biased because I'm close to Level 7, but I'd say give it to the person who helped you most or made you laugh or whatever it is you needed and wanted them to do.

I wouldnt consider who to give best answer a moral issue. If anything can be subjective in this life, thats certainly something.

I don't think this matter is worth the amount of thought you have clearly put into it. But I do prefer to give best answers to lower the ranked because, I always go for the underdog.
