to show you the cereal not the milk. they use elmers glue as milk when they pour it. It is richer, creamier and whiter than real milk. it's all for advertising purposes.

I put a lot of milk in my cereal, probably too much. I too can't eat cereal with milk unless all the cereal is wet, so I try to pour enough to get everything wet, but not too much so there isn't much milk left over.
Now, to answer your question, keep in mind the commercials are selling the cereal, not the milk. The commercials aren't meant to be an accurate depiction of really happens when people eat cereal. They are meant to sell their product, and if that means less milk, then so be it.

I think it's called -- Advertising. It's the cereal that they're selling, not the milk, so of course they're going to show the cereal. I don't put so much milk in just because I don't want to have to drink (or waste) it when the cereal is gone. I will make sure that they're all submerged before I eat it.

If the bowl was 25% milk and 100% cereal, wouldn't it be 125% full? I may not be a math genius, but....

If they're selling CEREAL and they show mostly milk... uh, that just wouldn't make any sense.
Example...
If you owned Payless, would you advertise socks? Just because they fill the shoe?
