For a bar or restaurant, I would say you have to buy it or buy the business. Based on where you are the difficulty level can change. For example in areas of Cleveland, impossible to get a new license. Maybe some rural area if you are bringing a business to town, they will be more supportive.
You need to contact a business attorney or business broker to get exact info. I am guessing a full liquor license, no business would cost around 50k-75k.

Why do people ask questions like this on Y!A? Wouldn't it make more sense to CALL THE LIQUOR CONTROL BOARD IN YOUR STATE to get an accurate answer?
