Thats a BIG problem please see an emergency hospital for your puppy's sake.
It can really be heart failure and that the pup is just drying out That explains the white tongue also the brething it coyuld be a stuffed nose or a PROBLEM

GEt it to the Vets RIGHT NOW. there is something very wrong. a white tonge is like someone very pale there is a good chance it may not make it until tomorrow.
