unless you are a family memeber who needs to contact them for an emergency, and you have their full name, rank, Social and last known duty station, you cannot.
Otherwise, try Buddy finder on Mil.com or do a search online for their name. you might get lucky and score an email address.

If they have not contacted you and given you thier address, then maybe they don't want you to find out where they are.
