This depends on what we're talking about. Are we talking about pure running speed, hand speed, kicking speed, fastest KO? There are too many categories, but it's generally thought that Bruce Lee had exceptional speed in all of his strikes. As for fastest KO, the best way to find that would be to look it up in the Guiness Book of World Records.

If you're talking bout techniques, Jet Li during his prime was a 15 time All China Wu Shu Champion before he reached the age of 17 and was considered so fast, that's how he got his screen name 'Jet' (his real name is Li Lian Je) when he joined showbiz. But if you're talking bout quick knock-out artists then i'm sure there's a long list of fighters whose fights don't reach the one minute mark. Boxers like Tyson are more likely to lead the list.

Bruce Lee, because he don't beleive the rules of karathe,kun fu, or any other art of fights.. He has his own type, own style,own way of expressing his action.. His art include fastest way of defending or attacking a person in his own method..
