Not all dogs respond that way, but the vast majority of them do. It doesn't usually work on puppies. It works better on adult dogs. Is the tongue flicking an involuntary response to a stimulus, or is the dog just doing it because it feels really good?

My dog does it too. I think maybe the skin is just really dry, which can irritate the skin making it itchy. Im not sure if thats the reason or not, but my dog seems to get dry skin in that area.

My English bulldog does this, he has a really tight corkscrew tail (common with English bulldogs). He will flick his tongue when he scratches himself up against a stick or rock........sounds gross, but it's kinda cute.

none of my dogs flick there tongue,, they actually CLOSE their mouths when i scratch there because it feels good.

lol my dogs do that 2 but not wen i scratch their tails only when i scratch their bellies

I think both. They are probably wanting to lick you(kisses) for scratching where they can't. Mine does it too.
