If the intoxicated passengers are under 21, it is illegal for them to be intoxicated. If there are open alcohol containers in the car, that is illegal. Generally, it is encouraged to have a sober driver take intoxicated friends home.

if the police want to be hard butts then technically your passengers are intoxicated in public, ie. public intoxication charge could come. Most of the time this does not happen unless one of your passengers becomes a jerk to the officer

honestly...you are asking us bozos this question when you should be asking the maryland dmv. there are 50 states & know what? there are 50 different rules & regs so if you got issues or questions/problems, say with maryland, go to the source. the reciprocity between states depends which states & their locations to each other. again, ask maryland. go to the dmv (motor vehicles dept) either in person or online. don't get lazy. sounds like you have an issue that only you can ask and have answered.

It is not illegal to have intoxicated passengers, unless they are under 21.

Curfews vary in different counties and towns, so that part is something that you can't determine.

As long as they are not drinking IN the car, are not interfering with the driver's ability to drive, and are over 21, you are fine. The driver does not need to be 21, he/she just needs to have a valid license (from any state).

If your passenger is under drinking age, probably.
If your of legal drinking age, than that's a designated driver.
