if a police officer has EVERY light off in his squad car (even the idle lights) at night can that police officer pull you over? is it an illegal speed trap?

In Canada it is perfectly legal to do so (and it works really good too).

There is no such thing as a speed trap. Either, there are posted police officer or road block for the suspected increase of speed limit violators. It is legal for a cop to sit while lights are off of the entire patrol vehicle. That particular police on a site can pull you over. It doesn't mean that the offficer is off-duty or not working. No light can mean a tactic or bright lights can be a distraction

If everything was the same as in your question, except the police was not there, would you still have been speeding? The answer is YES. As long as nothing the officer did induced you to speed, you are still guilty of speeding. If any states consider this illegal, they have no good reason.

Yes. Perfectly legal, it's not a speed trap. It's just him sitting on the side of the road watching for speeders.
